Advising on or devising a strategy to achieve the objectives of a project or programme, within its constraints; refining and developing the strategy to overcome problems and maintain progress stage by stage; creating and operating a project/programme controls function, including performance monitoring and reporting, to ensure progress against the baseline plans, producing Project/Programme Execution Plans; and compiling and maintaining project schedules, including integrated time and cost planning (using earned value analysis, where appropriate).
